 Cookies - backing up and restoring

Before reformatting my hard drive (about every 12 to 18 months) I save all data, reformat and re-install everything. Works wonders for performance. The one folder I can't work out how to restore is Cookies - within the folder is an index.dat file and I can't overwrite it. Within Windows I'm prevented because the file is open and I even tried in DOS but it's a system file and I'm not sure how to change its attributes.
Any help gratefully received.
