I need to know how you can tell if a website or web page has "white on white" text hidden in it. If I suspect there is hidden text, can I reveal it ?

I assume that this may sometimes be done to boost search hits undeservedly. Are there any other reasons this might be done? It doesn't sound as though there could be a genuine reason for it, does it ?
