 Policing in Emerging Societies

I'm currently researching "policing in emerging societies" at the Centre for Peace & Development Studies at the University of Limerick. In particular, I am looking for (and at) the problems that are confronted by these police forces. For example, in an area that has recently undergone conflict of some sort, are the police handicapped by their identity? That is, which side do they see themselves on, as opposed to which side the general public or sectors of the public see them on? Also, what other problems are faced, like violence, lack of cooperation, training/rehabilitation, etc. If you have any suggestions of resources to use or check, books, websites, good search engines for this kind of thing, I would be grateful. Thanks!
