The Swedish government, County Councils and Boroughs often change the form of their operatons by creating limited companies to do the same thing.

For example, a local council may turn its garbage collection into a company owned by the local council. This has the advantage that councillors can become Managing Directors. Additionally, the public have access to council garbarge operations, but as a limited company the same operation is protected from any information requirement by being a limited company.

Is this legal in the UK and if so why has it not been practised there?
