 error message when starting WINDOWS95

Sometimes when I restart WIN95 using Ctrl+Alt+Del the error message " C:\windows\himem.sys is missing or corrupted" appears, but it is not in fact missing. After several attempts I have a succesful restart.

Any hints on why this happens and can it fixed ?.
