Employee rights - another few questions

Ive just been put in charge of HR having been at my present company for 2 year and am having a total nightmare.

We don't have a first aid box, fire extinguishers, staff handbook, Health & safety officers, Fire Monitors etc.

Does anyone know of a site where I can find out everything we should have and how I go about sorting it?
