 Utility companies site development

Does anyone know where I can find information on the role of utility companies (gas, telecoms, electricity and water) in the development and/or regeneration of sites (urban, rural, greenfield, brownfield)? Alternatively are there any organisations that could undertake the research on our behalf?

Thanks

Lesley Whitehouse
