 UK postcodes and local authorities

I'm having trouble finding a product with all of the following features;
- Postcode lookup from address fragments
- Gives the local authority in which that address is located (the name of it, not a code)
- Is not internet based, i.e. comes on a CD-Rom or print-based
- If electronic has its own in-built interface (because we don't want to use it alongside other data, we just want to look things up).
-Doesn’t have to be free, but if the option to limit just to London is available and cuts costs that would be good.
Anyone know of any suppliers? I’ve tried the Royal Mail (they can only do electoral ward), the Collins Postcode Atlas (doesn't do what we want)and MapInfo (too expensive at £1500). Am I chasing a hopeless cause?
