 Windows Explorer Folder Not Loading

I am running win 98 OS. Windows explorer gives you the option of showing a directory tree named 'folders' by clicking on View Explorer Bar Folders. Folders is shown anyway by default as a directory tree in a left pane. All I get is a blank grey pane labelled 'folders'. Reloaded explorer.exe from another computer running win98: did not rectify problem so presumably explorer.exe accesses a DLL or whatever file to create the directory tree. Anyone any ideas how this problem can be resolved? (apart from re-installing win98 of course).
