 Monitor problem

I have an NEC XE15 and my monitor stays inactive whenever I shut it off. I am still not sure what I do to bring it back to life. I've tried restarting..no help.

When the computer is off and the monitor is plugged in, the monitor attempts to come back to life (green light and clicking), but when i turn the computer back on, it goes back to inactive.

I got a new monitor, the other one was pretty much stuck in inactive state. I'm ok now.
