 Using ACCESS in a small library

I am considering using ACCESS as a database for a small library I am helping organise in Namibia. The idea is to also have the database linked to the both an external and internal websites.

I would appreciate comments, info on creating bibliographic databases on ACCESS.

Any other more appropriate software, that is WIndows and website friendly. Bear in mind there is virtually no budget for this and that subsequent management of database cannot be assured.
