 Freelance rates - employed or self employed?

I am currently working as a Freelance designer employed under a freelance contract, however I do seem to be working here 9-5 monday to friday. It looks as though I may have to go through an agency route, which will incur costs of of IR35. what does this mean and how much should I now charge as an hourly rate to compensate.
