Can anyone help me? In the Government's UK Online policy it says that they are committed to getting all public libraries connected to the Net by 2002. The deadline is December this year, and in most cases it would seem that the councils are looking to install broadband (2Mbps+) access. ( http://www.peoplesnetwork.gov.uk/infra/faqs.asp# implies that there really ought to be more than enough money to go round to do this. )

Is there any legislation on this or is it just a commitment from our Government? I obviously live too far from London to fully understand how our government works, and vice versa - could someone point me in the right direction?! I would really like something which shows the requirements for each authority, timeframe, deadlines, exceptions, penalties(!) etc. I have got an awful lot of info from the e-envoy, press releases etc but nothing which really puts this all on paper.
