A colleague runs a 24-hour drop-in centre where PCs are available. The centre is not staffed continuously. Users have access to a keyboad and mouse, the monitor is behind glass and the computer locked away.

The machines run on Windows XP. The problem is that users sometimes shut down Windows making the computers inaccessible until an administrator arrives with a key. Is there a way of disabling the shut down function?
