An article on BBC Radio4's Money Box programme today described something similar that is to become a responsibility of Accountants - i.e. to pass on any suspicion or knowledge they have about their clients' involvement in financial impropriety, from tax evasion to money laundering.

It seems to me that there are two issues worth looking at here. One is the creation of a society where it is becoming increasingl legally *required* that people in all walks of life become 'informants', on pain of punishment if it discovered that you *knew* something and did nothing about it. The second is the real danger that false accusations become increasingly common, either by people who get hold of the wrong end of the stick, or people who feel they need to cover their own backs, no matter how slight their suspicion, or simply by people who disagree with, or do not understand one's actions.
It looks like the forthcoming Reith lectures (theme "Climate of Fear") could be interesting with relation to these 'fears' of mine:
