 Is there a search engine that can be customised?

This is probably a naive question but it strikes me that it would be very useful to be able to point users of my information service towards a search engine that had already been customised to suit their search needs.

For example: a predefined set of European government websites, or stock exchange websites, or whatever I choose rather than the several billion sites Google et al go for. If I know that info my users are interersted in will be held on Management Consultants websites or not at all, can I not give them a search engine that can be set up to search only those sites?

Other than paying a software company a vast slice of my budget (no chance!) is there anything out there that can be customised?
