Copyright and Permission to record TV Programmes

I'm trying to find out where a company library would stand on recording TV prgrammes from both BBC, and other terrestrial channels (as well as some digital channels), and also radio programmes (although as far as possible, we would like to point our customers in the direction of the BBC 'listen again' facility).

Is there a license that we can purchase that would enable us to make recordings temporarily available to our customers for a short period of time, or is this only available to educational libraries? We do not evisage adding these items to our catalogue, or keeping them on a long-term basis: Only making them available for a short-time in case our alerts failed and they are missed by our customers.

Can we also make public screenings of short programmes (within the organisation) available to small groups?

All the advice available appears to be aimed at educational establishments.

Thanking you for your assistance
