 Authoritative quotations

I'm looking for a quotations site that gives chapter and verse for quotations, not just what the quotation was or who said it. Does anyone know such a site?

I notice the Oxford Reference is available online for £95/year, but that seems an awful lot for an individual to pay. I might need it only a couple of dozen times a year. (My spelling and grammar are perfect, and I only need Quotations, and subediting of my bad typing!)

For example, here's my immediate need: "A lie can travel halfway around the world before the truth can get its boots on". Most quotation sites say it's Twain, some say it's Churchill (unlikely), and there are many variants. But where does it occur, and what's the context? I want to be accurate.

Thanks for any guidance.
