I'm sorry that this is a bit of a toot, but FreePint's sister company Willco provides a system that does just what you require -- management of members of a network, with administrative access from anywhere with a Web connection:

The Willco Members Module will handle the management of the members (including allowing new members to sign up on your site, if you wish), and the addition of other modules, like the Lists Module and Forums Module, will allow you to send members email mailings, run online discussion forums, etc.

Willco already hosts a number of associations, and you can see testimonials and case studies at:

The time-saving benefits of the automation of tasks (e.g. welcome emails, handling of bounces, etc.) that Willco's system provides is something to consider as your network grows. We use it for FreePint, and it makes it much easier to manage this large community of members.
