Dear Abdul,
The Dutch government launched a program called DARE in 2003 to put all theses and dissertations from university grauates available online before end 2006. I have quickly gone through the project and came up with a list of contacts from universities that particaipate in this project.
It might be worthwhile to contact one of these people to gain insights and exchange expriences. You might even get the english version of the governance paper they wrote - I can only find the Dutch version - on how to set this all up. Looked very well structured to me.
