Resources of the Week
By Shirl Kennedy, Deputy Editor

Something different for you this week -- a small round-up of niche international resources.

Asia--Human Trafficking
Source: Asia Foundation
TIPinAsia.info
"TIPinAsia.info provides quick links to country-specific information on trafficking in persons in multiple languages, as well as anti-trafficking news and information about individual countries. You may access this information by simply clicking on a country name or a national flag." This is actually a group of three portals -- for Cambodia, Thailand, and East Timor. Each offers news, conference notices, a discussion forum and case studies. You'll find links to directories of aid providers, laws and relevant documents. It's still a resource under development, so some areas are more content-rich than others. Some RSS feeds are available. Information is available both in English and in native languages. The Asia Foundation says in a press release that "Content in local language from seven additional countries will be added this year."

Arab Countries--Political Systems
Source: Carnegie Endowment for International Peace
This webpage represents a joint undertaking of the Democracy and Rule of Law Project at the Carnegie Endowment for International Peace in Washington and the Fundación para las Relaciones Internacionales y el Diálogo Exterior (FRIDE) in Madrid. It provides easily accessible baseline information about the political systems of Arab countries, with links to official documents and websites, and will be frequently updated to provide information about reforms being introduced." Right now, you'll find country studies for Algeria, Egypt, Morocco, Jordan and Saudi Arabia. These are extensive documents -- in Microsoft Word (.doc) format -- that provide information on state institutions/separation of powers, citizen rights, political forces, election results, constitutional revision, corruption, ratification of international conventions. "The webpage complements the information about political reform in Arab countries provided by the Arab Reform Bulletin, a monthly online publication by the Carnegie Endowment."

Japan--Statistics
Source: National Diet Library
Statistical Materials for Learning About Japan
"'Statistical Materials for Learning about Japan' is an English-language guide to statistical information about Japan. It introduces major statistical materials on Japan written in English, or in both Japanese and English, in the form of printed publications and Internet information. A bibliographical note is added to each piece of material. As a rule, the statistics presented are linked to relevant Internet sites in English, even for those available only in printed form." You'll find annotated links to data on: population, business/industry/economics, agriculture/forestry/fisheries, science and technology, commerce and services; labor and prices, housing, education, criminal justice and more. There's also a section on Reference Tools for Searching for Statistics, including the Guide to Official Statistics in Japan and the Statistics Bureau of the Ministry of Internal Affairs and Communications.
--
By the way, the U.S. Census Bureau maintains a comprehensive list of links to official statistical agencies in other countries. And the amazing University of Michigan Documents Center offers a large collection of links to Foreign Government Data Sources.

Research councils back free online access
"Thousands of British academics in every subject from art history to zoology will soon be required to make their research freely available online, the UK research councils have announced...University libraries will benefit from an easing of the financial pressure to acquire more, and ever more expensive, journals as scholars can consult research for free. The UK is now said to lead the world in open access policy, but today the Publishers' Association raised the alarm, accusing the research councils of going "too far, too fast" without properly costing their proposals."

New Report, Access to HIV treatment continues to increase
"The number of people receiving combination antiretroviral therapy (ART) for HIV/AIDS in developing countries is increasing significantly -- more than doubling from 400 000 in December 2003 to approximately one million in June 2005 -- according to a new report released today by the World Health Organization (WHO) and the Joint United Nations Programme on HIV/AIDS (UNAIDS). However, access to HIV treatment continues to fall short of the growing need, and overall progress is unlikely to be fast enough to reach the target set by WHO and UNAIDS of treating three million people by the end of 2005."

This year's World Drug Report estimates that 200 million people, or 5% of the global population age 15-64, have consumed illicit drugs at least once in the last 12 months. The drug trade is pernicious and large. UNODC estimates its retail value at US$ 321bn. It impacts almost every level of human security from individual health, to safety and social welfare. Its consequences are especially devastating for countries with limited resources available to fight against it. MetaCarta -- A Big Idea
"...MetaCarta's twist on geospatial is its ability to tease out locational references from unstructured data. So, instead of those 'clean' addresses in databases used for geocoding, the company's products mine documents for clues in the language that indicate location. Those clues are then geocoded, associating documents to locations and vice versa. The first big fans of the technology were in the government; in fact, MetaCarta's first funding was from Defense Advanced Research Projects Agency's (DARPA's) Next-Generation Internet initiative and In-Q-Tel, the CIA's funding arm for commercial technology of interest."

Public Libraries and the Internet 2004: Survey Results and Findings (PDF; 599 KB)
"Overall, the survey results show high levels of public access computing in public libraries but signs of cracks in the quality of service and the ability to sustain programs. The data also highlight disparities among rural and urban systems, in which rural libraries are more likely to have slower connectivity; fewer workstations to meet demand; and fewer training opportunities compared to urban libraries. At the same time, patrons in high poverty areas have access to the highest levels of connectivity, bandwidth, and wireless access, as high poverty outlets tend to be part of urban library systems. By contract, high poverty libraries also indicate that they consistently cannot meet the demand for public access workstations."

Nonetheless, foundations in the Northeast raised their level of giving 3.1 percent in the latest year, led by strong growth in funding by foundations based in Maine and New Jersey. Similarly, grantmakers in theWest managed a 1.3 percent increase in their giving, buoyed by gains in giving by foundations in Wyoming and California. In contrast, Midwestern and Southern foundations registered declines of 5.4 percent and 2.4 percent, respectively. By share of overall giving, the Northeast continued to lead, followed by the South. Resource of the Week
by Shirl Kennedy, Deputy Editor

Personally, I can't ever seem to get very far away from the computer, but maybe you're the kind of person who actually has a life. And the time, money, and sense of adventure to plan a really neat vacation. If you're looking for ideas, we've got an excellent site for you this week.

Events--Database
Source: Whatsonwhen Limited
Whatsonwhen.com
Here we have the mother of all travel and entertainment calendars, brought to you by a UK company that specializes in content services for the T&E industry. There are so many ways to search and browse this thing that you can lose yourself for hours. Let's take a closer look.

On the home page, you've got three columns. In the center, you'll find links to highlighted events, a "Video of the Week" (Rio Carnival, anyone?), a business event, a couple of specialized guides, and some location-based features. You'll find links to all available guides in the lefthand column, about halfway down:
+ Leisure Events Guide (a low graphicsversion is available)
+ Business Events Guide in calendar format. Mouse over any event and read all about it at the top of the page.
+ Video Guides. See such things as the Pamplona Bull Run, the Bogota (Columbia) Film Festival and Castrillo de Murcia'ss annual baby jumping festival. (Says here that no babies are actually harmed.) There are also a few location-based video guides, for Jordan, London and New York City.
+ A Globetrotter Guide takes you on a year-long trip around the world, stopping at different events appropriate to the calendar. (We should all be so lucky.)

The search and browse tools are in the righthand column of the home page. At the top is a small interactive map. Click on a continent and browse events by calendar date, interest (e.g., arts, family, music, sports...) or country. Scroll down to the middle of the column and you'll see a Featured Destinations form that allows you to browse by continents, countries, regions or cities; choose via the dropdown menus. After this, you'll find the main search tool. Choose a theme/country from the dropdown menus, and/or type a location/keyword into the text boxes. If you've already blocked out a couple of weeks on your own calender, you can also limit your search by date range.

We especially enjoyed browsing events via the Themes menu at the bottom of the right-hand column. If you're anything like us, you clicked on Bizarre right off the bat. Maybe we'll catch you at the Summer Redneck Games in East Dublin (GA) on July 9, or the Sauna Bathing World Championships, in Heinola, Finland, on August 2013. Looks like we're already too late to make plans for the Kirkpinar Oiled Wrestling Festival, slated for June 24-30 in Edirne, Turkey.

If you like, you can register here (free) and make a personalized home page, compile a scrapbook of events and/or set up a search links page that allows you to monitor the database for certain types of events. You can also choose to subscribe to an e-mail newsletter. (Scroll down to the bottom of the left-hand column.) You can even submit an event to the database -- also free -- although the folks who run the site are the final arbiters of what gets included.

If, in spite of all this, you feel a need for additional events calendars, take a look at these:

The parties believe that it would benefit the library community worldwide to incorporate the Library's subject authority and classification data into the iVia automatic classifier capability. It is thought that the incorporation of this data will improve the ability of the iVia software to generate metadata useful to the Library and other libraries, with minimal intervention by cataloging staff. The goal of the cooperative agreement would be to test this hypothesis."

Resource of the Week
By Steven M. Cohen, Associate Editor

PubSub
Librarians

An Introduction to PubSub
This week, Shirl and Gary gave me the ROTW floor to talk about a resource that we released at PubSub on June 1st (For those who don't follow my blog, I started at PubSub in the beginning of the year, continuing my untraditional library career.) First, a bit about the company:

PubSub Concepts, Inc. is a real-time matching service that instantly notifies you when new published content is created that interests you. We monitor:
+ Weblog postings and any other syndicated content (http://www.pubsub.com/weblogs.php)
+ Newsgroups (http://www.pubsub.com/newsgroups.php)
+ SEC filings (http://www.pubsub.com/edgar.php)
+ Full-text press releases (http://www.pubsub.com/pressreleases.php)
+ Airport delays (http://www.pubsub.com/airports.php)
+ Earthquake activity (http://www.pubsub.com/earthquakes.php).
You enter your query and the result will be delivered to you the moment an item is published that matches your query. You can receive the results in a number of ways including your favorite RSS reader (Bloglines, etc), the PubSub sidebar (http://www.pubsub.com/downloads.php), or just by bookmarking the resulting subscription page.

In order to demonstrate the capabilities of our service, we released our first integrated set of sample subscriptions - PubSub Government (http://www.pubsub.com/government) -- which let users keep track of what is being said about various aspects of the U.S Government. These are pre-built, advanced queries using the numerous Boolean syntaxes we offer (http://www.pubsub.com/booleanhelp.php). PubSub Government users can access up-to-date content on:
+ Every member of Congress(http://www.pubsub.com/features/government/state.php)
+ U.S. Supreme Court Justices(http://www.pubsub.com/features/government/justices.php)
+ Congressional Committees (http://www.pubsub.com/features/government/committees.php)
+ Cabinet members (http://www.pubsub.com/features/government/cabinet.php), including the departments that each cabinet member heads.

Some additional features include:

+ The ability to put all subscriptions for each state, all the Supreme Court justices, the entire cabinet, and/or the committees, in your aggregator by using the OPML feature. (For example, the OPML feed for NY would be: http://www.pubsub.com/features/government/state_detail.php?state=ny&format=opml.) This saves you from having to subscribe to each individual feed.

+ The ability to add any of the subscriptions to your PubSub account by clicking on the green plus signs next to every pre-built subscription. This also allows you to edit or add to the query syntax that has already been created, allowing for more personalization of content.

Also, on each state page, we've indicated which congress member was discussed most often during the previous day and how often this person was mentioned.

Who can benefit from using PubSub Government? Librarians, activists, watch groups, campaign managers, journalists, lobbyists, and anyone else interested in monitoring the U.S. government. If you have any questions about PubSub Government, you can contact us at government@pubsub.com.

Yahoo Launches Access to Some Subscription (aka Deep Web) Content With More To Come
Cool new stuff from Yahoo. Yes, federated search technology comes into play again. Gary has posted an overview of the just launched beta along with a couple of thoughts on the Search Engine Watch Blog. After you read the post, here's something else to brainstorm about. Wouldn't it be cool if a user could also opt-in and see what books, videos, etc, his or her local library had available at the same time reviewing Yahoo web results list. Or, what about Yahoo working with RLG and allowing searchers to include results from their RedLightGreen.com database containing more than 120 million bibliographic records. As many of you already know, RLG already allows the searcher to click and find if the item is available in their local library.

Great to see! From the way it reads, when users see an article via the new Yahoo service they might be able to go directly to a database via their local public library, get authenticated, and view it.

"The difference between you and the reporter at your local newspaper is that in many cases, you may not have the benefit of training or resources to help you determine whether what you're doing is legal. And on top of that, sometimes knowing the law doesn't help - in many cases it was written for traditional journalists, and the courts haven't yet decided how it applies to bloggers. But here's the important part: None of this should stop you from blogging. Freedom of speech is the foundation of a functioning democracy, and Internet bullies shouldn't use the law to stifle legitimate free expression. That's why EFF created this guide, compiling a number of FAQs designed to help you understand your rights and, if necessary, defend your freedom." (via DocuTicker)
